Eigentlich soll der Verteidigungsminister nur die Authentizität des Kommandos prüfen, aber er kann natürlich auch informal verweigern. In der Praxis gibt es noch mehr "weiche" (nicht-technische) Safeguards:

Das ist sogar ne vernünftige Haltung.
Wenn NK anfängt, haben sie keine Rückendeckung zu erwarten. Wenn die USA anfangen, wird China reagieren. Sogar Trump will sich nicht mit China anlegen, und der dicke Junge wird hoffentlich die Füße still halten, wenn er weiß, dass er keine Unterstützung erwarten kann.
China will keinen Krieg da unten, alleine, weil sie dann hunderttausende Flüchtlinge aufnehmen müssen.

Das sieht weniger nach Schutzinstanzen, als mehr nach dem Ignorieren von einem saufendem Chef. Wäre Nixxon an der Stelle nüchtern gewesen, wäre da wohl weniger Gegenwehr gekommen.
Eher schützt uns die Tatsache, dass eine Kriegserklärung Sache des Kongress ist und nicht des Präsidenten. Selbst wenn Trump einen Atomschlag befiehlt, so hat er dennoch keine Ressourcen für den anschließenden Krieg.
Zudem wird das Pentagon keinen Marschbefehl über Twitter annehmen.
Das ist zwar auch nicht wirklich beruhigend, aber mehr ist da nicht.
