In der FAS war ein Interview mit einem Polizeichef irgendeiner amerikanischen Großstadt, der beklagt hat, dass immer weniger Polizisten einen College-Hintergrund haben und das teilweise auf die massiv angestiegenen Studiengebühren zurückführt. Es gibt Untersuchungen die zeigen, dass Polizisten in den USA zu umso weniger "Use of force" neigen, je höher ihr Abschluss ist.
Ein anderes massives Problem in den USA sind Polizeigewerkschaften, die mit staatszersetzenden, autoritären Law & Order Faschisten wie Bob Kroll durchsetzt sind und durch ihren Einfluss auf die Gesetzgebung interne Ermittlungen in die Polizei quasi unmöglich gemacht haben.

Das variiert bei denen sogar innerhalb der Bundesstaaten, zwischen einzelnen Police Academies bzw. zwischen Police Acadamies und der Ausbildung bei der jeweiligen State Police. Aber generell kann man sagen dass das alles für unsere Verhältnisse absolut lächerlich kurz ist. Das NYPD wirft dich beispielsweise nach 6 Monaten schon auf die Straße (wenn auch noch nicht als fertiger PO, das bist du dann nach 24 Monaten Probezeit).

So ist es. Grundsätzlich kann man sagen, dass man im Bezug auf die USA über die Polizeiausbildung, ihre Ausrüstung und die Gesetze keine generellen Aussagen treffen kann.
Man muss dazu aber auch sagen, dass bei denen die "Field Training" Phase in der Regel nicht in die Ausbildungszeit mitgerechnet wird, obwohl es faktisch Ausbildung ist, da der frisch von der Academy kommende Polizist in dieser Zeit von einem erfahrenen Beamten begleitet und betreut wird.
Diese Phase dauert bis zu 1 Jahr, aber natürlich auch mal kürzer (s.o.).
Oftmals ist es so, dass gerade kleinere Departments sich einfach keine gute Ausbildung leisten können, da die Police Academies oftmals Privatunternehmen sind, die natürlich ordentlich Geld dafür nehmen.
Aber selbst staatlich betriebene Academies verlangen dafür Geld.
Dort gibt es viele Departments, die bestehen aus weniger als 10 Mann/Frau. Es gibt sogar einige Ein-Mann-Departments in den USA. Und alle kochen ihr eigenes Süppchen im Bezug auf Ausbildung, Ausrüstung und Policies (wie bereits gesagt, faktisch gleichzusetzen mit Gesetzen für den Polizisten).
Es gibt Departments, in denen wirst du sofort am Tag der Einstellung vereidigt, kriegst deine Ausrüstung und wirst auf die Straße geschickt, die Ausbildung folgt später.
Du hast aber bereits von Anfang an alle rechtlichen Eingriffsrechte, bist bewaffnet, etc.
Als würde man irgendeinem Menschen auf der Straße einfach eine Uniform anziehen, Ausrüstung geben, in eine Polizeiauto setzen und sagen "Mach mal, das mit den Gesetzen, Einsatztraining, usw. bringen wir dir später bei."

Naja, das ist quasi so eine Mischung aus interner Vorschrift und Gesetzen (aber nur für die Polizisten).
Wenn da zum Beispiel drin steht "jede festgenommene Person muss gefesselt werden", ist das analog zu unseren Polizeigesetzen zu sehen.
Oder als anderes Beispiel sind dort auch Verfolgungsfahrten geregelt, also z.B. nur bei Felonies, nur wenn sonst wenig Verkehr ist, etc. Das wäre eher wie eine interne Dienstanweisung bei der deutschen Polizei zu verstehen.
Diese Policies betreffen aber in aller Regel nur die Polizisten, da steht nicht drin wie sich ein Bürger zu verhalten hat.

Ich hatte jetzt an Fälle gedacht, wo die Polizei für sich festlegt, was zB auf offener Straße passieren darf. Also rumstehen etwa, was man eben darf, oder was "verdächtig" ist. Dann wiederum Kontrolle, die je nach Sichtweise anlasslos wäre, Identitätsfeststellung usw.
