Ich habe das Gefühl, Polen (und die Baltics + ein paar weitere) wollen ganz deutlich machen, dass die Aufnahme in die NATO nicht einfach nur eine längere Vorwarnzeit bedeutet, sondern diese Staaten ein wirkliches Schutzbedürfnis vor Russland verspüren. Und nicht als Bittsteller, sondern als Partner mit eigenen Interessen eingetreten sind.

Die damalige Bundeskanzlerin Angela Merkel soll schon 2014 in einem Telefonat mit US-Präsident Obama über Putin gesagt haben, der habe offenbar den Kontakt zur Realität verloren. Putin lebe »in einer anderen Welt«, zitierte die »New York Times« Merkel damals. Zu vermuten ist, dass Putin diese Welt weitgehend allein bewohnt – eventuell mit Ausnahme der übrigen Mitglieder seines Groupthink-Zirkels. Die westliche Welt scheint dieser nun unbestreitbar gewordenen Tatsache bis zum Einmarsch in der Ukraine nie so richtig Rechnung getragen zu haben.
Gerade für die hochrangigen Silowiki wird die Lage unterdessen wohl zunehmend gefährlich: Je schlechter der Krieg läuft, je stärker die Wirklichkeit in die Parallelrealität von Putins Blase eindringt, desto wütender dürfte Putin auf seine Militärs und Geheimdienstchefs werden. Wie schätzen Sie die Rolle Chinas ein - Könnte das Land die russische Lebensversicherung sein?
Das ist Russlands letzte Flucht oder besser gesagt letzte Fantasie. Ist aber völliger Unsinn. Erstens, weil das Exportsystem der russischen Rohstoffe zu über 90 Prozent nach Westen ausgerichtet ist. Zweitens gehen nur 2 Prozent der chinesischen Exporte nach Russland. Aus chinesischer Sicht ist zunächst mal das Dreieckshandel mit Japan und Südkorea am wichtigsten. Danach kommt die westliche Welt, dann die anderen asiatischen Länder, dann die afrikanische Staaten und schließlich weit abgeschlagen kommt Russland. Drittens hat der Rubel natürlich auch gegenüber dem Yuan erheblich an Wert verloren. Die Chinesen wollen auch nicht in Rubel bezahlt werden. Hinter der Idee, dass China als Retter in der Not auftreten wird, steckt nichts als unrealistisches Wunschdenken. | |

And so what we're seeing now at -- with these increased long range fires, missile strikes, artillery bombardments, in trying to encircle cities so that you can lob more long range fires into those cities, is a reflection of their -- of what some people believe is a desperate attempt by them to gain some momentum, to try to turn the course of the war thus far, and that's what's getting so much more dangerous for civilians, because the more you use long range fires -- and this is not a military known for precision -- the more you're going to hit civilian targets, the more you're going to hit residential areas, the more you're going to kill innocent people.
And rather than demoralizing the Ukrainians, I think you've all seen that this kind of violence has only motivated them more, which means that they're resisting more, which means the Russians continue to get frustrated and flummoxed and kind of stuck where they are.
I mean, my goodness, here we are, day 26, they're still -- we still hold them a good 15 kilometers northwest of Kyiv, which is where they were last week. We still hold them about 30 kilometers from the east of Kyiv, which is where they were last week when we talked before.
Again, not that we're pushing back on this idea of a war of attrition but we're not exactly using that phrase here. What we're seeing is a near desperate attempt by the Russians to gain some momentum and try to turn the course of this in their favor.
And -- and doing so could simply be -- again, could -- I want to emphasize the word "could" -- could simply be an attempt to improve their position at the negotiating table, to get some kind of leverage, because right now, it doesn't appear like they have a lot of leverage to negotiate with. | |

‘Winging It’: Russia Is Getting Its Generals Killed on the Front Lines
Russian generals have had to lead from the front because its amateur army can’t move otherwise.
| | The tally of Russian generals killed in the nearly monthlong conflict — most of them one- and two-star commanders, including at least one lieutenant general — is likely the highest casualty rate among general officers in the Russian military since World War II.
One European diplomat familiar with Western intelligence assessments told Foreign Policy on Monday that at least five Russian generals had been killed, owing mostly to failures in electronic communications equipment that left them vulnerable to targeted strikes and to their efforts to get a large force of nearly 200,000 troops—many of them young conscripts—to follow orders by leading from the front.
“They’re struggling on the front line to get their orders through,” said the European diplomat, speaking on condition of anonymity to discuss recent battlefield intelligence. “They’re having to go to the front line to make things happen, which is putting them at much greater risk than you would normally see.”
The European diplomat said the Russian death toll among general officers is up to a fifth of the number of commanders deployed in Ukraine, which Western intelligence officials estimate at 20 officers, making the military less able to operate and more bogged down. “It’s all about a lack of preparedness among the military,” the diplomat said. “They are asking for things to happen, and they are not happening.”

The European diplomat who spoke to Foreign Policy said Russian generals at times had gone further out into the field to deal with disciplinary issues, such as Russian conscripts looting stores and houses for food. Current and former U.S. officials have said Russia’s lack of a professional body of noncommissioned officers — which enforce discipline in Western militaries — has led to some of the war crimes that have flashed across social media.
“That is the mark of an undisciplined and unprofessional army that is poorly led and poorly trained, and to make up for it, [they] push the generals into the field,” said Foggo, the retired U.S. admiral. “They’re out there, and they’re kind of winging it. Philip Breedlove, a former supreme allied commander in Europe for the North Atlantic Treaty Organization. “They are fighting a skirmishing and rear-attack fight that is just bleeding the Russian army.”
