Nachdem sie sich kritisch über Russlands Krieg gegen die Ukraine geäußert hat, hat Kremlchef Wladimir Putin eine prominente Juristin aus dem Staatsdienst entlassen. Per Dekret entzog Putin am Montag Natalja Poklonskaja ihren Posten als stellvertretende Leiterin von Rossotrudnitschestwo - eine ans russische Außenministerium angegliederte Organisation, die sich unter anderem für Russlands Interessen in anderen Ex-Sowjetstaaten einsetzt.
Die heute 42 Jahre alte Poklonskaja war nach Russlands Annexion der Schwarzmeer-Halbinsel Krim von 2014 schlagartig berühmt geworden - als Generalstaatsanwältin, die dem Kreml treue Dienste erwies. In der Ukraine wurde sie als Verräterin beschimpft. Später war sie zwischenzeitlich Abgeordnete des russischen Parlaments und Botschafterin im afrikanischen Kap Verde.
Poklonskaja: „Mir scheint, dass wir zu weit gegangen sind“
Nach Russlands Einmarsch in die Ukraine Ende Februar aber sprach Poklonskaja von einer „Katastrophe“. An die Russen - aber auch an die Ukrainer - gerichtet sagte sie außerdem: „Hört bitte auf! Mir scheint, dass wir zu weit gegangen sind und es an der Zeit ist, aus eigener Kraft den Mut für die Zukunft aufzubringen und sie nicht in die Hände derer zu legen, die bewaffnet sind.“
Später bezeichnete sie den Buchstaben Z, der als Propaganda-Symbol für Russlands Krieg gegen die Ukraine gilt, als Sinnbild für „Tragödie und Trauer sowohl für Russland als auch für die Ukraine“. Nach diesen Äußerungen kündigte die Staatsorganisation Rossotrudnitschestwo, für die Poklonskaja erst einige Monate lang arbeitete, „Konsequenzen“ an. | |

Even if the sale of four MQ-1C Gray Eagle drones goes through in the coming weeks, Ukrainian soldiers likely wouldn’t be able to use the systems on the front lines for weeks, maybe months, two DoD officials and experts said.
The potential move, which was first reported by Reuters, is not yet final, and could still be blocked by Congress or halted by a last-minute policy change. The issue continues to be discussed at the Pentagon and White House as new shipments of weapons and military aid are being planned and prepared in the coming weeks and months.
The possible sale of the Gray Eagles, the Army’s version of the better-known Reaper, represents a new chapter in arms deliveries to Ukraine and could open the door to sending Kyiv even more sophisticated systems.

“We are not advocating for the Gray Eagles,” said one pilot, referred to as Moonfish. The Ukrainian military’s general staff, he said, are advocating for the drones. “There’s no good Air Force mind next to our chief of staff or commander who would say, speak up and say, hey, that’s B.S.”
“It’s very dangerous to use such expensive drones in our case, because of the enemy’s air defense,” he added. “It’s not Afghanistan here.” ...
There are some situations in which the drones could find use, such as in direct action on the front lines, the pilots said. “It could be useful,” said an active-duty Ukrainian fighter pilot who asked to be identified by his call sign, Juice. “It could widen our strike capabilities on the front lines.” But they also doubted that the Gray Eagles would be likely to survive more than a mission or two, making them not worth the cost of using the $10 million unmanned vehicles.
The Ukrainian pilots said that their Air Force has mostly pulled back strikes using Turkish Bayraktar drones, also known as TB-2s, which proved effective at stopping Russian armored advances during the battle of Kyiv. “They were very useful and important in the very first days, stopping those columns, but now that they’ve built up good air defenses, they’re almost useless,” said Moonfish, the Ukrainian fighter pilot. Ukrainian troops are limiting the use of Bayraktars to rare special operations and attack missions, the pilots said.

From the start of this crisis Russia has acted to demonstrate its strength and show why it deserves to be treated at all times like a great power. But its power is limited and Russia is now facing the possibility that it really has bitten off more than it can chew. None of this means an early end to the war. Nor does it mean that things will get easier for Ukraine. Putin’s default strategy is always to inflict pain even if he can achieve little else. The risk of more reckless action cannot be precluded. Nonetheless we should not assume that Russia is inexhaustible or, just because we cannot pick a winner in the battle at the moment, that the war is destined for a prolonged stalemate.
The political paralysis affects Russia’s military strategy. Putin is unwilling to accept defeat and see what he can extract by way of concessions for an offer to withdraw. Nor does he want to mobilise all of Russian society for the war effort, so the limits on troop numbers will remain, and will affect operations more as those that are lost cannot be replaced and Russian advantages in firepower begin to be eroded. He can propose a cease-fire to allow him to hold the territory already taken but he knows that will be rejected by President Zelensky unless it is accompanied by a promise of withdrawal.
His best hope, in pressing on with his current strategy, is that at some point, preferably quite soon, Ukraine’s Western supporters will tire of the war and its economic costs and urge Kyiv to accept some territorial compromise. Here his problem is that there is also paralysis of a different sort on the Western side. The economic costs are high, but they have already been incurred. The commitment to Ukraine, and to ensuring that Russia does not win its war of conquest, has been made. So long as Ukraine continues to fight, and suffer the costs, then even leaders who think a compromise might at some point be necessary are holding their tongues. The West is settling in for the long haul, looking for ways to keep Ukraine supplied with the weapons and ammunition it needs, while adjusting foreign policies to be able to concentrate on the war. The fight can be presented as a conflict between democracy and autocracy. But at its core it is also now about the future of the European security order, and if that means improving relations with autocracies, whether in urging the Saudis to pump more oil or keeping relations with China calm, then so be it.
Which means that the most salient test of endurance is still on the field of battle. ...
If it is the case that the Ukrainian armed forces are beginning to increase the tempo of their offensive operations then Russian commanders will face a new set of challenges. It may be that their troops will be as tenacious in defence as their Ukrainian counterparts, even as they take heavy blows, but it is as likely that they will not do so with the same conviction. Problems of morale and disaffection may begin to tell. From the start of this war its most important feature has been the asymmetry of motivation. In the end the Ukrainians are fighting because they have no other choice. Russians have the option of going home. | |

Sie schließen ihn nicht, weil die Ukraine laufend Soldaten und Waffen hineinschickt, die die Russen zerstören können. Sie haben die Ukrainer, wo sie sie haben wollten: in einem Kessel.
... Entscheiden wir uns für eine weitere Unterstützung der Ukraine, dann gibt es nur dann eine Chance, wenn der Westen über die kommenden Wochen und Monate massiv Waffen liefert. Möglicherweise muss die Ukraine auch überzeugt werden, die angelieferten Waffen zu sammeln und dann geschlossen zum Einsatz zu bringen. Es bringt wenig, jedes Geschütz in kleinen Mengen zu nutzen. Ein ukrainischer Brigadegeneral sagte vor kurzem in überraschender Offenheit, man könne die amerikanischen Haubitzen M777 nur ein paarmal einsetzen, bevor Gegenfeuer Schäden an den Geschützen anrichtet, die man dann in Polen reparieren muss – ein unglaublicher Aufwand. So sind die Waffen nicht massiv einsetzbar. Im Donbass hat Russland mit dem Einsatz der Artillerie eine massive Überlegenheit, die die Ukrainer Tag für Tag abnützt. Gelingt es nicht, diese Überlegenheit zu brechen, dann können die Ukrainer das nicht durchhalten. Es braucht entweder den Einsatz einer Luftwaffe – und die hat die Ukraine nicht mehr. Oder aber die Ukraine erhält mehr Artillerie mit höherer Reichweite. Deswegen fordert Kiew Mehrfachraketenwerfer mit einer Reichweite, die die Geschütze der Russen übersteigt.
[MLRS sind] komplexe Systeme. Es wurden jetzt Soldaten ausgebildet, aber es stellt sich auch die Frage nach der Munition und wie diese Geschütze verteilt werden. Die Anzahl der zugesagten Mehrfachraketenwerfer ist zu gering, um wirklich einen Unterschied zu machen. Da wird es vielleicht das ein oder andere Video geben von der spektakulären Zerstörung eines russischen Gefechtsstands. Aber es reicht nicht für einen Zusammenbruch der russischen Fronten.
[Wieso wird nicht viel mehr geliefert?] Vergessen Sie nicht den Zustand der europäischen, aber auch der amerikanischen Streitkräfte! Das muss alles erst produziert werden – und das kostet bei komplexen Systemen Monate, wenn nicht Jahre. Die Frage ist: Haben wir diese Zeit noch?
...Ich habe noch keine [Erschöpfungserscheinungen bei den Russen] festgestellt. Die Russen bringen im Schnitt jede Woche mindestens zwei vollbeladene Militärzüge heran. Ich sehe aber keine ukrainischen Militärzüge, die haufenweise Material in den Donbass bringen. Gäbe es das, hätten wir Videos davon gesehen. Es gibt auch kaum noch, wie zu Beginn des Krieges, Bilder von getöteten oder gefangengenommenen russischen Soldaten. Auf der anderen Seite zirkulieren viele Videos von verwundeten, getöteten, gefangenen und demoralisierten Ukrainern. In Videos sagen viele von ihnen, sie könnten ohne schwere Waffen wir nicht mehr weiterkämpfen.
profil: Zuletzt gab es vermehrt Meldungen über Deserteure. Wie wirkt sich all das auf die Moral der Soldaten aus?
Reisner: Sehr schlecht, deswegen auch die Videos, von denen Kiew behauptet, sie waren gefälscht. Zuletzt gab es im ukrainischen Parlament die Überlegung, eine Weisung einzuführen, nach der desertierende Soldaten militärgerichtlich verurteilt werden können und ihnen im schlimmsten Fall Erschießung droht. Das wurde zwar nicht angenommen, ist aber ein Hinweis darauf, dass es tatsächlich vermehrt Deserteure gibt.

Vladimir Putin is hated and feared by most of the west, just as Volodymyr Zelenskyy is lionised. But the west has not been joined by most of the rest. When Indonesia hosts the G20 summit in November, Putin will be there in spite of Washington’s demand that Russia be expelled. Only four out of 55 African leaders attended Zelenskyy’s virtual address to the African Union, which had finally agreed he could speak to them after 10 weeks of asking. Not every summit is a western movie festival, where Zelenskyy has become a staple. And not everyone shares the US foreign policy establishment’s view that Putin is waging an existential war on democracy. I do not need convincing of the dark consequences of Putin’s late imperial agenda, nor of the necessity that he fails. But I’m not an Indian diplomat, an African consumer, or a Latin American energy importer. The west is not the world, and the world is not the west. It is astonishing such a truism has to be emphasised. ...
Most of the non-west craves strategic autonomy. They may be upset by the images from Bucha and Mariupol, just as we are troubled by footage of ethnic cleansing in Myanmar or bombed out cities in Syria. That doesn’t mean they will suspend their interests to stop it from happening, any more than we do when others cry out for help. To much of the world, Ukraine is just another humanitarian tragedy. The fact that the west sees it as existential is an irritation. Africans and Arabs and Latin Americans know that when there is a clash between US ideals and interests, the latter generally win. We should be wary of judging those who make similar trade-offs. | |
