Ich bin noch weniger Verfassungsrechtler als Du, aber:
Das 25te ist genauso ein politisches Vehikel wie das Impeachment. Es wurde extra so erdachte, dass es kein Hintertürchen ist, das zum Impeachment führt, wenn das eigentliche Verfahren scheitert, weil es noch größere Mehrheiten braucht (2/3 im Repräsentantenhaus) und hier letztlich handerlesene Politiker gegen ihren Amtsherren aufbegehren.
Andererseits gilt: Unable, unwilling, tomato, tomato. Hätte Pence das Verfahren initiiert und entsprechende Mehrheiten im Kongress hinter sich, wäre Trump de-facto weggewesen. Er hätte zwar nach 4 Tagen Einspruch einlegen können, aber solange das Kabinett der Meinung ist, dass er "unable" ist, geht das direkt an den Kongress und währenddessen bleibt der VP acting president aus Gründen der Continuity.
Es bleibt aber schwer sich ein Universum vorzustellen, indem keine Mehrheiten für ein Impeachment bestehen, aber noch größere Mehrheiten für den Artikel 25 Section 4 zusammenkommen.

Ähm, doch wenn man das ganze Amendment betrachtet ist es sehr offensichtlich doch zumindest potentiell für so einen Fall geschaffen worden. Wenn es wirklich nur um das "liegt komatös im Bett" ginge bräuchte es ja überhaupt keinen Fallback für den Konfliktfall eines Präsidenten der sagt "Doch ich kann" während der Vize sagt "Nö er kann nicht"

Vollkommen richtig. Aber "High Crimes und Misdeamenors" sind halt schon ein anderer Maßstab als "unable to discharge its duties", finde ich. Wenn es aber eine Mehrheit dafür gegeben hätte (zumindest im Kabinett) wäre es halt trotzdem passend gemacht worden. Das 25th hätte den Vorteil gehabt, dass man Trump eben unabhängig von Mehrheiten im Kongress einfach hätte sidelinen können, in dem man die Uhr runterlaufen lässt.

Es geht nicht nur um komatöse Präsidenten (möglicherweise aber eben insbesondere, wenn man sich die Historie des Zusatzes anschaut), sondern insbesondere um andere Fälle medizinischer Unmöglichkeit. Demenz etwa.
Natürlich kann das alles passend gemacht werden, wenn es den politischen Willen bzw. die Mehrheit gibt. Ist aber nicht, wofür es gedacht war.
