Die russische Kriegskasse ist gut gefüllt. Maybe in some other circumstances, this rather shameful offer would have come to life. That would be possible in circumstances in which the most powerful Europeans, such as Germany and France, have the last word.
But the war in Ukraine changed the status quo. The question remains whether Paris and Berlin became aware of the change.

New European leaders are on the scene. Their countries are not in the first circle of powerful and influential, but their instinct of recognising the direction in which this reversal is heading makes them today the leaders of the “new European order”. They understood without error that the new architecture is being built around the point of relations with Russia, and especially that the defence of Western values must be uncompromising.

One of the new European leaders, for example, is the Prime Minister of Estonia, Kaja Kallas. In simple, and therefore powerful words, she asks European leaders to stop talking to Putin. “Why are you talking to him? He is a war criminal. As long as you call him, he doesn’t realize he’s isolated. Don’t call him”, she said.

Prof Drezner is correct.

Worrying about humiliating Putin is a concern for ... well, Putin. He's had many opportunities to not make a fool of himself and has sadly passed on them. We shouldn't make policy on the basis of managing Putin's feelings. And if he chooses to use WMD, we'll make policy to address that. But those are his choices. His off-ramps are legion, they just all involve him not achieving the unachievable goals he set out for himself. That's his problem, not ours.

I'm truly sick of people suggesting we owe Russia a damn thing, especially after the rape, murder and destruction they've unleashed in the name of managing Putin's fragile masculinity.

In Ukraine, the Russian military struggles to retrieve the bodies of its dead, obscures casualties, and is indifferent to its worried military families. It may spend billions of dollars on new equipment, but it does not properly treat soldiers’ injuries, and it generally does not appear to care tremendously whether troops are traumatized.

This culture of indifference to its personnel fundamentally compromises the Russian military’s efficacy, no matter how extensively it has been modernized.
In the United States, a good soldier is a happy soldier, one that’s properly fed, paid, and treated with respect.
But the Russian high command behaves as if its troops are an afterthought, making tactical decisions as if it can simply throw people at poorly designed objectives until it succeeds. This is a self-defeating attitude that both lowers troops’ morale and degrades combat effectiveness. The results are plain to see.

The Russian military has a long history of mistreating its personnel and their frightened families.

Ukraine is having success with its Kharkiv offensive. But the sense in Donbas is that the situation is deteriorating significantly - and that this has accelerated in recent days. Russian troops have advanced on several axes in the past 24 hours and there's an ominous feeling here.

Bombing on cities and targets across the region has also stepped up significantly in the past few days and continues to get worse. Distant artillery fire can be heard constantly from Kramatorsk now, and yesterday we heard anti-air systems working regularly - a new development.

It is senseless to shelter Putin from the sense that he is losing. He will figure that out for himself, and he will act to protect himself.

Russians are not cornered. The Russian army is not cornered. It is an invading force. When defeated, units just retreat across the border to Russia.

Putin rules in virtual reality, where there is always an escape route.
He cannot be cornered in Ukraine, because Ukraine is a real place. It is hard for people in other societies to grasp that Putin is a dictator who controls his country's media. He rules by changing the subject. Putin changes the subject all the time. The last time Russia invaded Ukraine, its media changed the subject to Syria from one day to the next, and Russians went along. When Russia invaded Ukraine this February, the media quickly adjusted from saying that invasion was impossible to saying it was inevitable. Russians went along.
If defeated in reality, Putin will just declare victory on television, and Russians will believe him, or pretend to. He does not need our help for that. It is senseless to create an "off-ramp" in the real world, when all Putin needs is one in a virtual world he completely controls.
Talking of "off-ramps" just gives Russian leaders something to laugh about in what are otherwise difficult times.

To be sure, Putin might err and wait too long to declare victory in the virtual world. In that case he loses power. We cannot save him from such a misjudgment, and it is misguided to try. Putin's power over media will be complete until the moment when it ceases.
There is no interval where our actions in the real world will make a difference. Either our off-ramps are unnecessary or they are irrelevant. It is grotesque to ask the Ukrainians to make decisions about the war for the comfort of Russian television producers, who don't take direction from the real world anyway.
Misunderstanding Russia through clichés of "cornering" and "off-ramps" will make the war last longer, by distracting from the simple necessity of Russian defeat.

Ukraine is a very different story.
Zelensky, unlike Putin, is democratically elected, feels responsible for his people, and governs in a world where others matter. Ukraine has a press that the government does not direct. Zelensky cannot simply change the subject. He has to bring his people along on any major decision. Unlike Putin, Zelensky has to make a case to his people to end this war. He therefore does need help, both to win the war and in telling Ukrainians what comes next.
Unlike Russian soldiers, Ukrainians have nowhere else to go. They cannot just go home. The war is fought in their country. They will return to their homes and rebuild.

Ending the war means thinking more about the Ukrainian people and their future, and and worrying less about problems that Putin does not in fact have.

🇷🇺 is trying to involve foreign media into making fakes

After realizing that the world community no longer believe the false messages reported by 🇷🇺 TV channels, #kremlin propagandists have decided to involve European journalists and media into their activities @DI_Ukraine.
According to the #Ukrainian military intelligence data, the Department of Information and Mass Communications of the occupant’s Ministry of Defense is urgently organising foreign journalists press tour to temporarily occupied territories of #Ukraine.

During 18-21 May the occupiers plan to demonstrate the destroyed Mariupol’s districts to media representatives. Attempting to accuse 🇺🇦 of destroying the city and of mass killings of civilians, 🇷🇺 propagandists have already brought fragments of 🇺🇦 ammunition to #Mariupol. Those fragments were collected from all occupied areas of #Donetsk region. With the same purposes, they also instruct "local eyewitnesses", who were brought from Donetsk and #Horlivka, to tell journalists about the fictitious "crimes” performed by the #Mariupol defenders.
The agenda of so-called "press tour” also includes the departure of the group from Rostov-on-Don as well as the visits of journalists to Kherson, Nova Kakhovka, Skadovsk, Armyansk and Donetsk, where a meeting with Kremlin’s puppet D. Pushylin is scheduled.

The russian Ministry of Defence is trying to involve the media representatives from France, the United States, Germany, Japan, Greece, China, Belarus, India, Venezuela, Bulgaria, and the UAE to participate in that "press tour".
We warn foreign journalists about the plans of 🇷🇺 propagandists to make them complicit in the process of making fakes.

My name is Viktor. On day 12 [Mar 7th] of the special military operation in Ukraine (my opinion is that, in essence, it’s a huge, bloody, large-scale war; yes, officially the war has not been declared, but in reality, in the generally accepted meaning of this word - it’s a real war… ), after seeing for the first time on YouTube a video of our (Russian) captives and wounded being abused by these inhumans from Ukrainian armed forces, I made a decision to join the army as a contractor to help our army in this war.

... On 3 April I arrived at the 3rd Motorised Rifle Vislenskaya Red Banner Division, orders of Suvorov and Kutuzov - into the 752th motorised regiment (unit 34670) to a position of a rifleman/assistant grenade launcher. I signed a contract for half a year. ...

During the conscription service, I have been to shooting practices four times, where each time I fired 6 rounds. Since school, when in the 10th grade we went to military training camps for two weeks, I was amazed, perplexed and surprised - why is it so?! Why are we only allowed to fire 6 rounds? Indeed, in order to ‘feel’ the assault rifle you need at least 15 rounds in a magazine, so the person could shoot 2-4 single rounds and then try bursts of 4-5 rounds. Yet to do it properly, of course everyone needs a whole magazine - 30 rounds! My opinion is that the target shooting with 6 rounds which is en-masse used in Russians army and MIA - is just a mockery of military training!!!

In the order by the commander of the Western military district regarding sending me into a unit it was indicated that I was meant to be sent to accelerated survival training courses. They were meant to last two weeks. Also, my contract selection instructor at the regional selection point was saying they would ‘teach me up a little bit, teach how to fire from everything - from a grenade launcher, machine gun, sniper rifle’. In reality - this all turned out to be a lie. None of us (22 people) were taught anything. We were not even allowed to try our weapons.
On 6 April we were already meant to be sent to Ukraine to Izyum town, but the dispatch was delayed twice, and in the end we left to Ukraine on 9 April in the morning.

Regarding my military preparation - I knew that it was best (in my opinion) to fire from an assault rifle with single rounds. But I couldn’t even remember how to set single or burst fire mode - with the lower position of the latch, or the higher. So when I received my assault rifle in the afternoon of 6 April, being sure that on the 7th we could already end up in Ukraine, I asked the duty officer who was issuing assault rifles to us - ‘where is the single fire mode?’. This is the training that I’ve had.

I also took two offensive grenades. I took the offensive ones since I knew such grenade is the safest to use - the fragments only scatter for 25 meters. I knew about this since my conscription service in the army. I never threw a grenade, so I asked those who did how to use it the right way - how to twist out the fuse, how to bend the ‘antennae’ and pull out the pin. We’ve had people with combat experience, who fought in the 2nd Chechen War, but also those who simply were combat veterans and served on a contract or simply those who served on a contract. These people obviously were 10 times more prepared than me.

Looking ahead I will say that during mortar or artillery shelling your training level is not important - you can be a professional spetsnaz with 20 years of experience and die instantly from mortar fire, and you can be inexperienced novice and survive in dozens and hundreds of artillery barrages. This is a matter of luck, how God decides…

On 18 April we left the forest and went to Kamenka. The next day an attack of Dolgen’koye village was planned. They didn’t let us properly sleep and rest, since late at night we moved closer towards the attack location. We slept over in a destroyed school. Thank God I got enough sleep, paradoxical it may seem. In the morning in Brazhovka village our company received 13 more volunteers. They just arrived from Russia. To be honest, I was stunned by this - how is it possible?! The people are immediately sent into an attack?!

One moment was indicative - our starshina[First Sergeant] (who never went into attacks himself) gave one of the PKM machine guns to one guy. I asked the guy - ‘did the round go in to the barrel?’. I personally did not know how to insert the machine gun belt in. I just knew how to take it off the safety and shoot. The guy said he had no idea and that they told him in his unit (in Valuyki) that he would be a driver. I called our starshina. He tried to send the round into the barrel but failed. The machine gun jammed. Then our senior praporshik[Ensign] came, who fought in Chechnya. It took him two minutes to load the machine gun. He did it. That’s how this attack was prepared.

It's been 3 weeks since the German MOD Christine Lambrecht announced at Ramstein that Germany would finally deliver heavy weapons to Ukraine.

As of today, Ukraine still hasn't received those heavy weapons.

Take your time, it's not like there's a war happening or something.

Ich erklär einfach mal, wieso die jetzt in Berlin für ihre Exportpolitik einen "Beauftragten" brauchen und wieso das mit den Ausfuhren aktuell beim Ukraine-Krieg nicht funktioniert.

Nein, das ist KEINE Übertreibung:

Die Behörden sind knallvoll mit Juristen. Manche von denen sind gut, andere kennen welche, die gut sind, wieder andere haben mal von einem gehört, der solche kennt, usw - da ist quasi alles vertreten an mehr oder weniger begrenzten Unmöglichkeiten. Muss man leider mal so sagen.
Jetzt kriegt so ein universitärer Überflieger also einen Wisch auf den Tisch: "Ausfuhr 1 Stück Flugabwehrpanzer nach Takatukaland".
Guckt der Jurist also wohin?
Yepp, ins Gesetz, Blick ins Gesetz erleichtert die Rechtsfindung MÄCHTIG.
Nimmt man also dann Kriegswaffenliste, guckt da rein und KACKE, da stehen keine Flugabwehrpanzer drin😳😳

Nun kommt das, was solche Menschen NIE machen wollen:
Sie müssen selber ENTSCHEIDEN.
Ohne jegliches Wissen um Technik, ohne jedwede Basisinformation, ohne alles, nur mit dem Studium heiliger Paragraphen im Schlepptau.
DAS IST PROBLEM!

Und dieses Problem müssen die LOSWERDEN, idealerweise ohne jede Entscheidung und ohne jeden Hauch von Schaden verursachen zu können.
Die geben das dann also "mit der Bitte um Prüfung" an zig Abteilungen, damit die da dann was entscheiden.
Irgendeiner, der "rechtssicher" entscheiden kann, was für ein grünes Ungetüm mit Ketten "gut" und was für ein grünes Ungetüm mit Ketten "böse" ist.
Das können die dann abschreiben und auf dieser Grundlage "entscheiden".
Läuft seit 30 Jahren genau SO, so ist es gewollt.

Problem an der Sache ist:
Am anderen Ende dieser Kette gibts keinen mehr mit Ahnung, das war früher mal Nebenjob von Leuten mit Kompetenz, die sind aber ausgestorben und wegrationalisiert worden.
Um das drastisch zu formulieren: NIEMAND in Deutschland könnte bei einer Ausfuhr das Getriebe für eine Uranzentrifuge von einem Waschmaschinenmotor unterscheiden, es kommt NUR darauf an, was auf den gestempelten und unterschriebenen Papieren draufgepinselt steht. SONST NICHTS!

Und dieses System verhindert derzeit massiv die Hilfslieferungen in die Ukraine.
Was wir da erleben, das ist nur Symptom für die seit Jahrzehnten bestehende völlige Inkompetenz der verantwortlichen Bundesministerien in Sachen Waffenrecht. Das hat noch nie funktioniert, das kann auch gar nicht funktionieren, aber jedes Mal, wenns ein Problem dabei gibt: "wuff, wuff, Fiffi verschärft" und das Problem wird als gelöst vorgetäuscht.
IMMER, das ist das Muster dabei und alles fällt darauf rein.

Und das echt geile ist: Die sind derart neben der Kappe, dass die aktuell ernsthaft von einem Koordinierungsbedarf zwischen "3 Bundesministerien" ausgehen.
Nö, es sind ca. 600 verschiedene Behörden von Bund und Ländern.
Selbst dann also, wenn wieder irgendein universitär durchlauferhitzter Superjurist gefunden wird, der das "koordinieren" soll, es wird nicht funktionieren, es kann gar nicht funktionieren.
Wir wollten das GENAU SO haben, nun haben wir das auch so. Ziel erreicht.

Man sollte allerdings ehrlich sein und klar kommunizieren:
"Wir würden der Ukraine gerne helfen, der erforderliche Papierkrieg lässt sich allerdings nicht aushebeln und wird noch mehrere Monate in Anspruch nehmen. Wir beeilen uns, vielleicht wirds 2024 was."
Die Gesetze gelten nunmal, daran kommt auch eine Bundesregierung mit gutem Willen kaum vorbei.
Problem ist dann aber die unehrliche Kommunikation bei diesem Spiel. Und DA sollte man in eine ehrliche Diskussion eintreten, was für ein Vollmurks unser Waffenrecht wurde.

I'm afraid this is true. In effect, there is a permanent split in our Alliance between the continental Western Europeans and the rest.
So are the denials from French and German colleagues incorrect? No. Paris and Berlin are helping and they make more-or-less the right noises.

Paris & Berlin are also clearly acting very differently from what they were doing in January 2022. So what's the model of behaviour?
It is to go in the right direction, while doing less than others and looking for off-ramps - not for Putin but for one's pre-existing beliefs.

The Paris-Berlin-Rome approach is to be reluctant helpers. Let others do more, spend more, take more risks - and follow some distance behind.
When a shock occurs, move up with everybody else - but not as high. While still expecting to "lead" Europe of course.
Call it reluctance, delaying tactics, foot-dragging, hesitancy. Ultimately, it is a lower level of solidarity and a form of free riding. Excuses are made about "interests" or about "the South" as if those were actual trade-offs. They are not.

European states, for the most part, do not construct their perception of national security much beyond their national borders. There is no federating actor for European security, save the United States as a helper, and Russia as a threat (with China a potential addition).
The US is the indispensable power that everyone trusts 10 times more than the European power next door, because the US *does* 10 times more.
Unless and until West. Europeans look like they'd be ready to kick Putin in the head real hard and have no fear, little will change.

Die Bauunternehmen spüren die Folgen mehr als viele andere Branchen. In ihren Verträgen sind Materialkosten meist fix eingepreist. Auf den Mehrkosten durch die Preissteigerungen bleiben Bauunternehmer häufig sitzen. Viele Auftragsbücher sind zwar voll, doch es bleibt weniger Geld hängen als erhofft. Wenn dann noch Lieferschwierigkeiten dazukommen, verzögert sich das Bauen - und wird nochmals teurer.





Ich war Dienstags im örtlichen Eisenwarenhandel, der Verkäufer hat mir das auch vorgeklagt, selbst bei 08/15 Schrauben hat er als vergleichsweise kleiner Abnehmer bereits Probleme.

Das mit dem Papierkrieg bei der Ausfuhr von Kriegswaffen ist ja ok, aber das man das nicht Beschleunigen kann wenn man muss ist schon eine Farce eh.

Im Bekanntenkreis werden bei den Häuslebauern reihenweise die Verträge von den Bauunternehmern aufgekündigt wenn die Kunden nicht bereit sind die Aufpreise der gestiegenen Materialkosten zu tragen. Die haben dann die Wahl zwischen: 1. Rücktritt vom Bauvorhaben, 2. sie zahlen die Aufpreise der Materialkosten oder 3. das zwar das Bauvorhaben mit den im Vertrag seitens der Baufirma zugesicherten Materialkosten aber gebaut wird erst wenn die Materialkosten wieder halbwegs auf dem Niveau sind wo der Vertrag geschlossen wurde. Kollege in der Nähe von Bitburg hat sich für Tor 3 entschieden, nun hat er ein großes Loch auf dem Grundstück aber da die Materialkosten für die Bodenplatte inzwischen deutlich höher sind wie die ursprünglichen kosten wird halt nicht weitergebaut...

Ich find erstaunlich dass das so einfach geht. Wenn du als Kunde nen Vertrag unterschreibst wird der durchgezogen bis zum Ende, egal wie gearscht du bist. Als Baufirma oder Gasanbieter kündigt man einfach einseitig oder ändert die Konditionen, sobald es nicht mehr wirtschaftlich ist.

Oder eine Vertragsstrafe, die bei den derzeitigen Preisen für den Bauträger das kleinere Übel ist.

Ich weiß ja nicht, wo der Herr Winkelsdorf seine Informationen hernimmt, die er da zusammenranted. Als Beleg dafür, dass unsere "von Juristen überlaufenen Behörden inzwischen kernbescheuert geworden sind" beruft er sich auf irgendeine Anklage der Staatsanwaltschaft Hamburg gegen ihn, die fallen gelassen wurde.
