I will install Steam on a Linux SuSE 8 Server. After starting HLDS Update tool with ./steam -create email PASSWORD "pw" "bla" Following messages were printed, the server stops

Right.
That means your Steam-Updater will update itself and may need to be restarted by the same command as before to proceed.

But why is there no action in the Network and after 15 min the server is still inactive?

Because the server never started. It's still doing the steam update (which, BTW, can be initiated manually with the steam executable in the hlds-base directory).
A reason could be a messed up steam account. Try to delete the file named ClientRegistry.blob located in the .steam dir in your home dir (~/.steam/ClientRegistry.blob) and start over the steam update.
