Also alles in allem mit Fahrer, Diesel, Versicherung, Anschaffung usw.

Meistens, normalerweise, in allr Regel.

| Brexit latest: UK and EU are edging towards a deal on fishing rights as December 30 is eyed as the date to pass it into law. Compromise may be 35% cut in EU access over five year period.
Current EU offer is 25% cut in access to UK waters over a six year transition period. But lots of folks in Whitehall are discussing @RaoulRuparel’s Politico article suggesting 35% cut and five year transition could be a landing zone all can live with.
British officials insist that the fishing talks are “brutally complicated” and both sides are “far part”. Let’s see how that looks in a few days time.
Such a compromise on fishing would be a considerable shift for both sides. EU previously said it would not give up more than 18% of it access to British waters, while UK insisted it wanted to take back 80% of them.
There comes a stage it is massively a return on investment for the UK and EU each to write a cheque for £50m to the French fisherman and sign the deal.

EU Rebuffs Boris Johnson’s Latest Brexit Concession on Fish >
| Johnson spoke with Commission President Ursula von der Leyen twice by phone on Monday to try and break the deadlocked negotiations. The U.K. made an offer that would see value of the fish EU boats catch in British waters shrink by 30%, a substantially smaller drop than the 60% it was demanding last week. The bloc, however, refused to accept a reduction of more than 25%, saying even that was hard for countries like France and Denmark to accept, according to officials with knowledge of the discussions. ...
But it’s not as simple as just the raw numbers, which is why, as the two sides continue to talks, a compromise still isn’t out of the question. Alongside the percentage value of catch, the two sides are haggling over how long a period of time fishermen will be given to adjust to the rules. The U.K. has demanded the EU accept a five-year transition period after previously suggesting three years. The bloc had initially called for 10 years, and has now offered seven.
The EU wants to be able to impose tariffs on the U.K. if, in future, the government restricts access to its waters. In its latest compromise offer, the U.K. said it would accept tariffs on fisheries but not in other areas, such as on energy, as demanded by the bloc.
| While the issue is financially insignificant -- the two sides are haggling over roughly 33 million euros ($40 million) of fish annually -- the British see control of their fishing waters, previously under the jurisdiction of the EU, as a key element of the sovereignty that it is regaining with Brexit. For its part, the EU doesn’t want to give access to its single market without maintaining fishing rights in return. | |
Chaotic messaging from UK leaves European countries in a rush to shut down borders >
| Analysis: Boris Johnson appears to have failed to foresee potential international consequences of statements made for domestic consumption
A lack of communication from Boris Johnson’s government to European leaders on the virulence of the new Covid threat, and Matt Hancock’s declaration that a mutant strain was “running out of control”, have greatly contributed to the UK travel ban, according to diplomats. The prime minister’s sudden announcement that the new strain was 70 per cent more transmissible than the original virus, and the health secretary’s dire warning of rampant infections, left governments abroad with no choice but to close doors as an emergency measure. The way the information was presented, hold a number of diplomats, points to the British government failing to foresee the potential international consequences of statements made for domestic consumption to justify new restrictions. ...
“There is certainly a feeling that the UK government presented things for domestic politics without thinking fully of what effect it will have in other countries,” said a senior western European diplomat. “But when you talk up high transmission rate and say the disease is out of control, then it is bound worry not only people in the UK but people and governments in other countries as well.” ... A second diplomat echoed the view that Boris Johnson’s government failed to anticipate the international ramifications. He added that “the way it was done perhaps reflects the personality of this prime minister. There has not been much communication with European leaders in a number of issues.”

| Michel Barnier tells EU ambassadors his offer on fisheries, ie 25pc of the value of the fish caught in UK water by EU boats, is final, rejects the UK's 35pc offer. Diplomat says a deal is close but the "overall balance" regarding fisheries and other issues "not there yet". Diplomat says a deal may not be ready in time for the Dec 31 deadline.
Key point: Barnier told ambassadors the UK offer of 35pc did not include pelagic stocks, and if it did it was closer to 60pc. "It's not 25pc v 30pc, it's 25pc v 60pc" says official. Also, the UK offer excludes any access to the 6-12m zone, Barnier told ambassadors.
https://twitter.com/tconnellyRTE/status/1341482445808537604
| After Michel Barnier's briefing of EU ambassadors this afternoon, here's where things stand:
There is a basic deadline of Christmas Eve to get a deal. That will give the EU's legal services time to draw up a letter to send to the UK seeking provisional application of the treaty from Jan 1. ...
There are still some issues around the level playing field and governance, areas the UK wants to change, or wants sunset clauses on. For example, London wants to limit the extent to which energy can be subject to the level playing field constraints.
Despite the cautious optimism that a deal can be done, fisheries remains a major problem. ...
Overall, member states believe fisheries is so sensitive and even non-coastal member states have not noticeably broken ranks on the issue (in Belgium, for example, fishing is a Flemish pursuit + the central govt can't afford to alienate Flemish nationalists on the issue).
Barnier said the image of Brexit in Europe on Jan 1 would be angry protesting fishermen. How wd you explain to people we're going to give the UK interconnection rights in the North Sea to the EU grid + at the same time our boats aren't allowed to catch fish in UK waters?
Other outstanding areas still not resolved: rules of origin for electric batteries; UK participation in Erasmus; and an EU demand for a non-discrimination clause. This wd mean that the UK cannot discriminate against any member state. It's been incorporated into social security cooperation, but not into the sphere of short term visas. This is a non-neogiable element for the EU, I'm told. In particular there is a concern that, say, Romanian citizens would be given worse treatment compared to other member states when it came to short term visas. ...
Member states are getting increasingly frustrated that they cannot see a draft text yet. There will be a meeting of the Working Party tomorrow where member states will get a detailed outline of what's in the treaty (but no text) in a mtg which could last four hours.
And, wait for it, one official raised the possibility that the text is now 2,000 pages long, including annexes.

| EU sources have said a Brexit deal could be reached in the next 24 hours. “There is an air of optimism,” one EU diplomat told @rtenews. “The final touches are between [European Commission president Ursula] Von der Leyen and Boris [Johnson, the British prime minister].”
The source said the Commission president was in touch with EU leaders. “There’s a very strong push to get it done before Christmas. The idea that everyone comes back again on Sunday or Monday to start again… that will happen if necessary but there does seem to be a strong push to get it done before Christmas,” the diplomat said.
It’s understood fisheries remains the final outstanding offer. The EU appears to be sticking to the most recent offer of a 25pc transfer of the value of fish caught by EU boats in UK waters to British fishermen. It's understood member states officials have already begun drafting legal texts which will allow for the formal acceptance by capitals of any deal, should agreement be reached. Another diplomat says: “it does look like this can come together. I does look like this can come together as early as today...”
I’m told there was important moment last night on fisheries and that VDL and Johnson have been instrumental in developments in the past 24 hours. “It’s all fish” says diplomat.
