| PARIS, Sept 14 (Reuters) - Vladimir Putin's chief envoy on Ukraine told the Russian leader as the war began that he had struck a provisional deal with Kyiv that would satisfy Russia's demand that Ukraine stay out of NATO, but Putin rejected it and pressed ahead with his military campaign, according to three people close to the Russian leadership.
The Ukrainian-born envoy, Dmitry Kozak, told Putin that he believed the deal he had hammered out removed the need for Russia to pursue a large-scale occupation of Ukraine, according to these sources. Kozak's recommendation to Putin to adopt the deal is being reported by Reuters for the first time.
Putin had repeatedly asserted prior to the war that NATO and its military infrastructure were creeping closer to Russia's borders by accepting new members from eastern Europe, and that the alliance was now preparing to bring Ukraine into its orbit too. Putin publicly said that represented an existential threat to Russia, forcing him to react.
But, despite earlier backing the negotiations, Putin made it clear when presented with Kozak's deal that the concessions negotiated by his aide did not go far enough and that he had expanded his objectives to include annexing swathes of Ukrainian territory, the sources said. The upshot: the deal was dropped.

| In short: no reason to panic. Europe can manage without Russian gas: | |
https://twitter.com/BergAslak/status/1569719958115946496
| Natural gas price up again slightly today, I think it's a good opportunity to lay out in more comprehensively what I think has happened in the European natural gas market and where I think we'll go from here: 🧵
Looking at it in a 5-year perspective, you can clearly see that Phase 1 started last year. From April to October the price of gas quadrupled. Part of this was recovery from the pandemic, but the main thing here is that Gazprom started limiting exports and, crucially storage.
You can here clearly see that while overall storage was low, Gazprom storage in EU hit rock bottom and didn't recover until Germany expropriated it this year. Gazprom started preparing for the war in April by increasing European vulnerability to cutoffs.
...
With the panic over, we're still left with very high prices.
Where do we go from [here?] Well, keep in mind that Russia used to supply 40% of natural gas in Europe. With a bit of luck, half of that can be supplied by LNG in the short run. That means 20% less consumption needed
...
My estimate would be that by end of winter we should see gas prices in the yellow zone here - longer term we should get to the green zone as more LNG capacity comes online and alternative energy developed. Still higher than before, but manageable.
In the long term, if Russian gas becomes a viable option again they might find that they have more competition and fewer customers than in the past - with consequences for the price they will be able to get.
A macroeconomic consequence of this is that the cost of energy bailouts announced by various European governments is likely to be significantly lower than expected. This should be good news for European currencies as well
